TUV NEL has launched a new Carbon Capture and Storage (CCS) technical forum to address the many issues and challenges associated with CCS. This collaborative club will drive forward solutions to help industry develop realistic and achievable measurement options and best practice. Initially the club will focus on the measurement of carbon dioxide (CO2) from the point of capture through to transportation and injection into the geological storage formation.

Accurate measurement throughout the CCS chain will not only be essential to control the CCS processes, but it will also be vital for environmental purposes to mitigate against CO2 leakage and for verification and offsetting under emissions trading schemes. Minimising financial exposure in trading schemes will be of the utmost importance, take the UK's largest power station which emits around 22 million tonnes of CO2 every year; every 1% uncertainty in measurement could result in a staggering £6.6 million financial exposure (based on a projected carbon price of £30/tonne).

As a worldwide authority in flow metering and emissions measurement, TUV NEL is currently leading a government funded R & D programme in CCS measurement. The first stage of our research has identified a number of CCS issues arising from the unique properties of CO2 and the difficulties related to transporting such large volumes over long distances. Unlike the large scale transportation of other substances such as oil and gas, very small changes in pressure and temperature can lead to dramatic changes in the physical properties of CO2, which will make it very difficult to control and measure. The research to date has shown that it will be very difficult for industry to meet the proposed draft CCS monitoring and reporting guidelines recently introduced by the EU, which includes flow metering within a 2.5% measurement uncertainty.
